RISK MANAGEMENT TRAINING / LOSS PREVENTION CLASSES FOR MEMBERS:

  • TOPICS:

    EFFECTIVE COMMUNICATION:
    Outlines the communication process; sending and receiving messages; active listening; emphasizes our understanding and perception based on our culture.

    ETHICS IN GOVERNMENT:
    Learn about policy and purpose of ethics in government as identified in Idaho Code, what is a conflict of interest, prohibited contracts, consequences of unethical acts, employing relatives, gifts vs. bribes, assisting private interests, planning and zoning conflicts, embezzlement and theft, roles of legal counsel and elected officials, and what to watch out for.

    FEDERAL EMPLOYMENT LAWS & STATE STATUES:
    Idaho state statutes that employees should know, federal employment laws including HIPAA, FLSA, FMLA, ADA, civil rights.
  • Fair Labor Standards Act (FLSA) – Distinctions between exempt and not exempt employee; which employees does the act apply; definition for employee types: executive, administrative, professional; noncompliance penalties; compensation regarding travel and training; volunteers.
  • Family Medical Leave Act (FMLA) – Hear about new regulations and notifications required, allowances and requirements under this act, when it applies, explanations of what is “family” leave, what is a “serious health condition” and more.
  • Americans with Disabilities Act (ADA) – Learn the act’s purpose, who is protected by this act, definitions of disability, qualified individuals, reasonable accommodations, guidance on interviewing a disabled applicant, how even well-meaning conduct can be interpreted as discriminatory; potential damages, defenses.
  • Veterans Preference / Military – State requirements for veterans preference in hiring and the Federal requirements to assist servicemen and servicewomen returning from active duty.


  • OPEN MEETING LAW AND MEETING REQUIREMENTS:
    Understand meeting rules, how Idaho Code shapes policy and rules, requirements including meeting notices, agendas, records, exceptions, and tele-meetings, roles of participants. Executive Session – Topics include when can you use it, most common uses, how to go into executive session, new rules, reasons for executive session, who can attend, what to do with unexpected issues, ways to get in trouble and penalties for violation.

    POLICY EVALUATION AND DEVELOPMENT:
  • Personnel Policies - Learn why this is separate from the administrative policy, the purpose, and the approval process. ICRMP provides sample personnel policies (visit the website’s library page). ICRMP assists members in modifying those samples to fit your needs.
  • Administrative Policies - Find out why this is separate from the personnel policy, the purpose, and the approval process. Topics include: credit cards, purchasing, vehicle use, travel, computer use, internet and e-mail, cell phones, alcohol & drug testing, and other issues.


  • PUBLIC ENTITY LIABILITY:
  • Tort Claims Act - Learn about the purpose and provisions as stated in Idaho Code, who it covers, what the act doesn’t apply to, timelines, and immunities.
  • Federal Civil Rights Litigation – Allegations of disparate treatment due to age, race, religion, gender, national origin/skin color or disability.
  • Law Enforcement – Hear about the theories of liability and liability exposures related to law enforcement operations, policies, practices, etc.


  • PUBLIC RECORDS LAW:
    Hear about the rules and response time under the Idaho Public Records Act and the requirements for local governments to adopt a records retention policy.

    PUBLIC WORKS CONSTRUCTION AND PURCHASING:
    Strengthening public works licensing, modifying statutes, exclusions from competitive bidding, waivers allowed, procurement, semi-formal public works purchasing, full competitive bidding, category B purchasing.

    MOTOR VEHICLE / FLEET VEHICLE SAFETY:
    Learn motor vehicle and safety belt crash statistics, major causes and costs of crashes, prime times for crashes, work vehicle hazards and distractions, weather risks, driver training, crash investigations.

    ROLES AND RESPONSIBILITIES:
    Learn about separation of powers between branches of local government, duties of elected officials, staff, volunteers and others.

    SUPERVISORS TRAINING:
  • Smart Hiring – includes application process suggestions.
  • Discrimination – Hear about the prohibitions against discrimination on the basis of race, color, national origin, religion, disability, sex, and age; learn what discrimination is and how even well-meaning conduct can be interpreted as discriminatory.
  • Discipline and Termination – covers a wide range of issues related to employee terminations including at-will vs. for-cause and wrongful termination for discriminatory or retaliatory reasons.


  • VIOLENCE PREVENTION AND SECURITY IN THE WORKPLACE ENVIRONMENT
    Find out about common acts of violence, primary forms of violence, common characteristics of violent individuals, tips on handling difficult people, security development.

    WORKPLACE HARASSMENT PREVENTION
    Understand what constitutes workplace harassment, protected class issues, definition of sexual harassment, Supreme Court guidance, how to recognize a hostile environment, and types of conduct involved; the impacts of sexual harassment, how important it is to have a policy in place that addresses harassment.
