Missed the Open Meetings updates webcast on June 30?

ICRMP is offering other ways for members to access the webcast training information:
  • Those that missed the live webcast can access it as an on-demand video on the ICRMP website at www.icrmp.org under Classes.
  • Those that don’t have a computer or computer capabilities to play video can request a copy of the webcast in DVD form from ICRMP. E-mail your request to intake@icrmp.org

The written summary of the new Open Meeting Law updates: The webcast, on-demand video and DVD training are in addition to training methods ICRMP already does for members: training on site at member locations and at conferences and meetings. These new methods are meant to enhance existing ways of training, not to replace it.

Drug & Alcohol Testing for local governments in Idaho.

Can a public employer legally test employees and applicants for drugs or alcohol?

Answer:

It depends.

Federal rules require testing for those holding commercial driver’s licenses (CDL). Courts have held that random drug testing of non-safety sensitive positions violates constitutional protections. Determining who falls into a safety sensitive position is a gray area. Public entities considering drug and alcohol testing should create a legally-reviewed written policy. Then consult your attorney.
